Construction Continues for Dos Bocas Refinery in Mexico

Samsung Engineering recently announced that it has begun shipping modules destined for the upcoming Dos Bocas Refinery project under construction in Tabasco, Mexico. This facility will be Mexico’s first refinery built in the last 40 years.

The modules en route from Goseong of South Korea’s South Gyeongsang Province follow Samsung Engineering’s $3.6 billion dollar EPC contract for the refinery, which was announced last November. This contract includes a diesel hydrodesulphurization unit, a gasoil hydrodesulphurization unit, a naphtha hydrotreating unit, a naphtha reformer and a fluid catalytic cracking unit. Samsung also performed FEED duties and foundation construction in the first phase of this project.

This 340,000 barrels per day refinery is being planned by PEMEX to begin production by mid-2022, but construction has only reached around 25% completion and that 2022 date could entail only trial runs for a possible 2023 full startup at this current pace. Delays and cost overruns have hindered progress, with costs reaching $9 billion USD and potentially reaching $12.4 billion by the time it is completed.
