Land availability problems delay two planned petrochemical projects in India
State-controlled Indian Oil Corp (IOC) needs 4,000 acres to expand its Paradip refinery from 300,000 bpd to 500,000 bpd to feed a proposed petrochemical complex, but the state is only offering 800 acres.
The complex will produce 1.2 MMtpy of Purified Terephthalic acid (PTA) and 100,000 tpy of polyester staple fiber. Process units include a naphtha cracker, mixed-feed cracker and coke gasification plant.
Privately-owned Haldia Petrochemicals Ltd (HPL) needs 2,000 acres to build a $4.2 B light crude refinery integrated with an ethylene cracker and aromatics complex, to produce 2.5 MMtpy of PTA and 1.6MM tpy of paraxylene.
Some of the land needed by HPL is privately held, including forested areas, Private-sector land acquisition is typically time-consuming and expansive, further increasing delay. Project commissioning can be at least five years after land allocation and clearances.
The HPL project will be near the Subarnarekha port being developed by Tata group, who are a shareholder in HPL.
