Petroperu advances Talara refinery modernization
Tecnicas Reunidas will be responsible for the engineering, procurement and
construction (EPC) phases. The project is valued at $2.7 billion. The Talara project is the largest refining turnkey project awarded to the contractor; a milestone previously achieved by Tecnicas Reunidas in 2011 with another turnkey
refining project in Turkey valued at $2.4 billion.
This
project includes design and detailed engineering, procurement of all equipment and materials,
construction, and assistance to the start-up of the facility within a schedule of 55 months. The main
refinery objectives are to produce diesel and gasoline fuels according to the new Peruvian
environmental requirements, which sets the maximum sulfur content at 50 ppm while maintaining competitive prices.
Environment
As part of the
environmental goals, the revamped refinery will reduces complex
emissions and generate electricity for the
refinery. The project includes
facilities to desalinate sea water and purification capabilities to avoid impacting local aquifers.
Project
The
modernization project will increase the throughput capacity from 62,000 bpd to 95,000 bpd. Upgrades include:
- Expansion and updating of existing process units: crude and vacuum distillation units and catalytic cracking complex
- Construction of new processing units: diesel hydrotreater, cracked-naphtha hydrotreater, vacuum distillation unit, flexicoker, naphtha hydrotreater, naphtha catalytic reformer, amine unit and cogeneration unit
- Expansion and upgrade of the utilities and offsites facilities.
